Historic City Center

With the recent redesign and renovation of Baltimore, North Liberty and North Centre Streets, Cumberland’s Historic City Center has once again become Cumberland’s central downtown gathering place – a place of pride and identity for residents and a must-see urban space for visitors.

What began as the need to replace aging infrastructure along the main downtown streets became the transformation of the aged Downtown Pedestrian Mall into a beautiful, thriving hub that is open, welcoming, and safe. Cumberland’s rich history and stunning architecture are now complemented by updated and modern amenities including benches, water fountains, planters and a beautiful waterfall. Baltimore Street is now open, featuring one traffic lane for automobiles and bicycles and includes on street parking.


Main Street Maryland

Cumberland Main Street is one of (34) Main Street Maryland communities in the state. It is a 2024 accredited Main Street Community. As a Main Street Maryland community, we follow the Main Street Four Point Approach for comprehensive downtown commercial district revitalization. The four points are:

  • Economic Vitality - focuses on capital, incentives, and other economic and financial tools to assist new and existing businesses, catalyze property development, and create a supportive environment for entrepreneurs and innovators that drive local economies.
  • Design -  supports a community’s transformation by enhancing the physical and visual assets that set the commercial district apart.
  • Promotion - positions the downtown or commercial district as the center of the community and hub of economic activity, while creating a positive image that showcases a community’s unique characteristics.
  • Organization - involves creating a strong foundation for a sustainable revitalization effort, including cultivating partnerships, community involvement, and resources for the district.

A fifth point of focus for our Main Street is Clean, Safe and Green - involves efforts and initiatives to ensure the beautification and safety of the Main Street district, while supporting green and sustainable practices. Each point is supported by a Main Street committee made up of DDC board members and community volunteers who are committed to the downtown Cumberland commercial district's revitalization, vitality and growth. Committee membership is open to Cumberland citizens who are interested in active participation to help implement the Four Points. The committee volunteers are a vital part of our work. Main Street Committees
Design Committee
Focus on enhancing the physical appearance of the DDC district by rehabilitating historic buildings, encouraging supportive new construction, developing sensitive design management systems, and long-term planning. The committee will also help provide guidance and expertise on public art projects in partnership with the Cumberland Arts Commission.

Organization Committee
Focus on building consensus and cooperation among the many groups and individuals who have a role in the revitalization process. Assist with securing sponsorships for Main Street special events.

Promotion Committee
Focus on marketing the DDC’s assets to customers, potential investors, new businesses, local citizens and visitors. Volunteer at special events, assist with delivery of event marketing materials to local businesses to help with the promotion of events.

Economic Vitality
Focus on strengthening the DDC district’s existing economic base while finding ways to expand it to meet new opportunities and challenges from outlying development. Assist with the restructure of the DDC to better serve the downtown business and building owners.

Clean, Safe, and Green
Focus on enhancing the perception of a neighborhood through the principles of Smart Growth and Sustainability, which is an overall approach to development that encourages a mix of buildings types and uses, diverse housing and transportation options, development within existing neighborhoods and robust community engagement. Address any safety issues downtown, research possibilities for green options (electronic vehicle charging stations) in the downtown area, and work to ensure a beautiful downtown through landscaping projects.
